KEY JOB DUTIES AND ATTRIBUTIONS 

 

1)     Coordinating the preparation of the medium and annual plans, annual budget and the medium term expenditure framework (MTEF) for the district in line with laws, procedures and standards in place;

2)     Exercising control over the execution of the district budget in compliance with all provisions of the Organic Law on State Finances and Property, the other instructions by the Minister in charge of Finance and in line with the resolutions by the Technical Coordination Committee meeting;

3)     Coordinating the preparation and implementation of the annual and quarterly cash flow plans for the district in consultation with the Ministry of Finance;

4)     Establishing and maintaining an effective, efficient and transparent systems of internal controls and risk management;

5)     Signing the payment orders and other related documents for the district on the basis of pre-approved plans by the Technical Coordination Committee Meeting and in accordance with laws and regulations in place;

6)     Coordinating the implementation of the audit recommendations of the Ministry in charge of finance and Auditor General of State Finances;

7)     Managing financial and non-financial assets of the District and producing the required reports in accordance with laws and regulations in place;

8)     Coordinating public financial management activities in non-budget agencies under the district by ensuring their compliance to laws and regulations in place;

9)     Establishing a framework for managing bank accounts opened in the names of non- budget agencies under the district;

10) Coordinating the implementation of the capacity building and procurement plans for the district in ensuring the value for money;
